Update: As it turns out, the originator of this post got the game working again via one of the suggestions. For some reason, creating a new local Windows account, logout and then login with the new account, start steam, and then try launching the game. Apparently, this worked, and it was what Bethesda support suggested.

One way to play some games without steam is to go to [C:\Program Files (x86)\Steam\steamapps\common] to find your games installed through steam.
